(VIDEO) Israel Hits UN Headquarters with White Phosphorous Shells

un-logo-copyThe headquarters of the UN refugee agency was on fire today after coming under attack as Israeli forces pushed deeper into Gaza City, unleashing the heaviest shelling of densely packed neighbourhoods since the military operation began nearly three weeks ago.

The UN secretary general, Ban Ki-moon, expressed “strong protest and outrage” and demanded an investigation into why there was an attack on the compound of the UN Relief and Works Agency (UNRWA), a well-known location in Gaza marked with blue UN flags. The number of casualties in the Gaza Strip, now 1,055 according to local UN officials, had “reached an unbearable point”, Ban added.

As an Israeli envoy arrived in Cairo to take part in Egyptian-brokered talks on a possible ceasefire, the UN chief said there was no reason why the fighting could not stop immediately. “I believe that elements are in place for the violence to end now,” he said in Tel Aviv, the latest stop on his peace mission.

Gordon Brown described the shelling of the UN compound as “indefensible” and “unacceptable” and called for a ceasefire.

“The UN’s mission in Gaza is purely humanitarian, bringing relief to civilians suffering in appalling conditions as a result of the ongoing military action and restrictions on food and medical supplies entering Gaza,” the prime minister said. “UN staff are working on behalf of the international community – any attack on them is unacceptable, as Israel has acknowledged.”

A warehouse containing tonnes of relief supplies was ablaze after the compound was hit by what a UNRWA spokesman, Chris Gunness, said appeared to be three white phosphorous shells.

Three people were reported to be injured – one UN staff member and two of the estimated 700 local people who had taken shelter from the violence.

Relief operations had been temporarily held up but were not being suspended, Gunness said.

John Ging, the head of UN operations in Gaza, told al-Jazeera television: “This is going to burn down the entire warehouse … thousands and thousands of tonnes of food, medical supplies and other emergency assistance is there.”

He said the phosphorus fires were hard to extinguish “because if you put water on it, it will just generate toxic fumes and do nothing to stop the burning”. Phosphorous munitions are banned under international law as a weapon but permitted if used to create a smokescreen.

Ban said he had demanded a full explanation from Israel’s foreign minister, Tzipi Livni, and the defence minister, Ehud Barak.

“The defence minister said to me it was a grave mistake and he took it very seriously. He assured me that extra attention will be paid to UN facilities and staff and this will not be repeated,” Ban said.

The AFP news agency quoted witnesses as saying that a fire had broken out after an Israeli strike in a wing of al-Quds hospital in south-west Gaza City, where hundreds more people took shelter early today from advancing Israeli tanks. It was not clear if there were any injuries.

The news agency Reuters reported that a missile or shell had struck the Gaza tower block where it and other media organisations have offices. The 13th floor of al-Shurouq Tower, which houses Abu Dhabi television, appeared to have been hit, injuring one of its journalists.

Israeli forces were reported to be closing in on the outskirts of Gaza City, targeting 70 sites overnight and forcing thousands more Palestinians to flee their homes. It is not clear whether this morning’s offensive marks another escalation in the conflict or a brief foray ahead of a possible ceasefire.

Israel’s envoy Amos Gilad flew into Cairo today for talks with Egyptian mediators. He will not meet any of the Hamas representatives who are also in Egypt’s capital.

An Israeli government spokesman, Mark Regev, said Gilad was there to discuss the “parameters of the endgame” – a goal that was “close and attainable”. Regev said: “There is momentum in these discussions. We are hopeful that a deal will be based on a total cessation of Hamas fire into Israel and an arms embargo to prevent Hamas from rearming.”

The Egyptian plan appears to begin with a ceasefire of a week or 10 days, during which all fighting would stop but Israeli troops would remain on the ground in Gaza. Talks would then be held on the more difficult questions of stopping the smuggling of weapons to Hamas and lifting Israel’s long economic blockade of the Gaza Strip.

However, it is thought Hamas’s conditions for any deal would probably include an immediate withdrawal of Israeli forces the moment a ceasefire started. That may prove too much for Israel to accept.

Military to Deploy 20,000 Soldiers For Homeland Security

The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.

The long-planned shift in the Defense Department’s role in homeland security was recently backed with funding and troop commitments after years of prodding by Congress and outside experts, defense analysts said.

There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military’s role in domestic law enforcement.

But the Bush administration and some in Congress have pushed for a heightened homeland military role since the middle of this decade, saying the greatest domestic threat is terrorists exploiting the proliferation of weapons of mass destruction.

Before the terrorist attacks of Sept. 11, 2001, dedicating 20,000 troops to domestic response — a nearly sevenfold increase in five years — “would have been extraordinary to the point of unbelievable,” Paul McHale, assistant defense secretary for homeland defense, said in remarks last month at the Center for Strategic and International Studies. But the realization that civilian authorities may be overwhelmed in a catastrophe prompted “a fundamental change in military culture,” he said.

The Pentagon’s plan calls for three rapid-reaction forces to be ready for emergency response by September 2011. The first 4,700-person unit, built around an active-duty combat brigade based at Fort Stewart, Ga., was available as of Oct. 1, said Gen. Victor E. Renuart Jr., commander of the U.S. Northern Command.

If funding continues, two additional teams will join nearly 80 smaller National Guard and reserve units made up of about 6,000 troops in supporting local and state officials nationwide. All would be trained to respond to a domestic chemical, biological, radiological, nuclear, or high-yield explosive attack, or CBRNE event, as the military calls it.

Military preparations for a domestic weapon-of-mass-destruction attack have been underway since at least 1996, when the Marine Corps activated a 350-member chemical and biological incident response force and later based it in Indian Head, Md., a Washington suburb. Such efforts accelerated after the Sept. 11 attacks, and at the time Iraq was invaded in 2003, a Pentagon joint task force drew on 3,000 civil support personnel across the United States.

In 2005, a new Pentagon homeland defense strategy emphasized “preparing for multiple, simultaneous mass casualty incidents.” National security threats were not limited to adversaries who seek to grind down U.S. combat forces abroad, McHale said, but also include those who “want to inflict such brutality on our society that we give up the fight,” such as by detonating a nuclear bomb in a U.S. city.

In late 2007, Deputy Defense Secretary Gordon England signed a directive approving more than $556 million over five years to set up the three response teams, known as CBRNE Consequence Management Response Forces. Planners assume an incident could lead to thousands of casualties, more than 1 million evacuees and contamination of as many as 3,000 square miles, about the scope of damage Hurricane Katrina caused in 2005.

Last month, McHale said, authorities agreed to begin a $1.8 million pilot project funded by the Federal Emergency Management Agency through which civilian authorities in five states could tap military planners to develop disaster response plans. Hawaii, Massachusetts, South Carolina, Washington and West Virginia will each focus on a particular threat — pandemic flu, a terrorist attack, hurricane, earthquake and catastrophic chemical release, respectively — speeding up federal and state emergency planning begun in 2003.

Last Monday, Defense Secretary Robert M. Gates ordered defense officials to review whether the military, Guard and reserves can respond adequately to domestic disasters.

Gates gave commanders 25 days to propose changes and cost estimates. He cited the work of a congressionally chartered commission, which concluded in January that the Guard and reserve forces are not ready and that they lack equipment and training.

The Military-Industrial-Media Complex

In the spring of 2007 a tiny military contractor with a slender track record went shopping for a precious Beltway commodity.

The company, Defense Solutions, sought the services of a retired general with national stature, someone who could open doors at the highest levels of government and help it win a huge prize: the right to supply Iraq with thousands of armored vehicles.

Access like this does not come cheap, but it was an opportunity potentially worth billions in sales, and Defense Solutions soon found its man. The company signed Barry R. McCaffrey, a retired four-star Army general and military analyst for NBC News, to a consulting contract starting June 15, 2007.

Four days later the general swung into action. He sent a personal note and 15-page briefing packet to David H. Petraeus, the commanding general in Iraq, strongly recommending Defense Solutions and its offer to supply Iraq with 5,000 armored vehicles from Eastern Europe. “No other proposal is quicker, less costly, or more certain to succeed,” he said.

Thus, within days of hiring General McCaffrey, the Defense Solutions sales pitch was in the hands of the American commander with the greatest influence over Iraq’s expanding military.

“That’s what I pay him for,” Timothy D. Ringgold, chief executive of Defense Solutions, said in an interview.

General McCaffrey did not mention his new contract with Defense Solutions in his letter to General Petraeus. Nor did he disclose it when he went on CNBC that same week and praised the commander Defense Solutions was now counting on for help — “He’s got the heart of a lion” — or when he told Congress the next month that it should immediately supply Iraq with large numbers of armored vehicles and other equipment.

He had made similar arguments before he was hired by Defense Solutions, but this time he went further. In his testimony to Congress, General McCaffrey criticized a Pentagon plan to supply Iraq with several hundred armored vehicles made in the United States by a competitor of Defense Solutions. He called the plan “not in the right ballpark” and urged Congress to instead equip Iraq with 5,000 armored vehicles.

“We’ve got Iraqi army battalions driving around in Toyota trucks,” he said, echoing an argument made to General Petraeus in the Defense Solutions briefing packet.

Through seven years of war an exclusive club has quietly flourished at the intersection of network news and wartime commerce. Its members, mostly retired generals, have had a foot in both camps as influential network military analysts and defense industry rainmakers. It is a deeply opaque world, a place of privileged access to senior government officials, where war commentary can fit hand in glove with undisclosed commercial interests and network executives are sometimes oblivious to possible conflicts of interest.

Few illustrate the submerged complexities of this world better than Barry McCaffrey.

General McCaffrey, 66, has long been a force in Washington’s power elite. A consummate networker, he cultivated politicians and journalists of all stripes as drug czar in the Clinton cabinet, and his ties run deep to a new generation of generals, some of whom he taught at West Point or commanded in the Persian Gulf war, when he rose to fame leading the “left hook” assault on Iraqi forces.

But it was 9/11 that thrust General McCaffrey to the forefront of the national security debate. In the years since he has made nearly 1,000 appearances on NBC and its cable sisters, delivering crisp sound bites in a blunt, hyperbolic style. He commands up to $25,000 for speeches, his commentary regularly turns up in The Wall Street Journal, and he has been quoted or cited in thousands of news articles, including dozens in The New York Times.

His influence is such that President Bush and Congressional leaders from both parties have invited him for war consultations. His access is such that, despite a contentious relationship with former Defense Secretary Donald H. Rumsfeld, the Pentagon has arranged numerous trips to Iraq, Afghanistan and other hotspots solely for his benefit.

At the same time, General McCaffrey has immersed himself in businesses that have grown with the fight against terrorism.

Help Is On The Way

With so much attention understandably focused on the economy and the incoming administration, the struggles being faced by G.I.’s coming home from combat overseas are receding even further from the public’s consciousness.

If you’re in your late teens or early 20s and your energies have been directed for a year or more toward dodging roadside bombs and ambushes, caring for horribly wounded comrades and, in general, killing before being killed, it can be difficult to readjust to a world of shopping malls, speed limits and polite conversation.

Bryan Adams is the face of a sophisticated new advertising campaign that is trying to get troubled veterans to come in from the cold and piercingly lonely environment of post-wartime stress.

Bryan, now 24, was an Army sniper in Iraq from February 2004 to February 2005. At an age when many youngsters go to college or line up that first significant job, he and his squad-mates were prowling Tikrit with high-powered weapons, looking for bad guys.

He was shot in the leg and hand during a firefight, and he saw and did things that he was less than anxious to talk about when he came home.

“I wanted to go to college,” he told me. “I had all these plans, but I couldn’t seem to make them happen. I couldn’t focus. I would get, like, depressive thoughts.”

He said that he would party a lot. “Party” was a euphemism for drinking.

The drinking made him more depressed, and then he would get angry that he was “partying but not having a good time.”

Bryan said he would “flip out,” and friends began to shun him. “I just didn’t care what I did or who I affected with my actions. I would break stuff. I’d break, like appliances. It was bad.”

Returning to civilian life from combat is almost always a hard road to run. Studies have shown that a third or more of G.I.’s returning from the combat zones of Iraq and Afghanistan — more than 300,000 men and women — have endured mental health difficulties.

Many have experienced the agony of deep depression, and alarming numbers have tried or succeeded in committing suicide.

A CBS News study found that veterans aged 20 to 24 were two to four times as likely to commit suicide as non-veterans the same age.

The advertising campaign, initiated by the advocacy group Iraq and Afghanistan Veterans of America, was designed to increase the number of veterans seeking treatment for their mental health difficulties. Many are embarrassed to speak about their problems or are unaware that help is available, or even that they need help.

As Bryan Adams told me, “I didn’t know anything about these symptoms. I didn’t know what post-traumatic stress disorder was.”

To get the word out, IAVA hooked up with the advertising giant BBDO and the nonprofit Ad Council, which is famous for such public service slogans as, “Only you can prevent forest fires,” “A mind is a terrible thing to waste” and “Friends don’t let friends drive drunk.”

This campaign is titled, “Alone,” and focuses on the sense of isolation so many veterans feel when they come home. The television and print ads encourage the veterans to visit a Web site,CommunityOfVeterans.org, as a place where they can share their experiences with other vets.

IAVA tells veterans in its promotional material: “Just listen in or share your experiences in a judgment-free environment.”

The site is filled with features and news updates on many topics and information on a wide range of mental health resources.

The ads are powerful.

In one, a somber Bryan Adams is shown, in camouflage fatigues, standing alone in an airport, then riding an otherwise passenger-less subway train, and then walking through empty streets in Manhattan. He is eerily and absolutely alone. There is not another soul in sight, until a marine in civilian clothes walks up to him, extends his hand, and says: “Welcome home, man.”

The ad then flashes the message: “If you’re a veteran of Iraq or Afghanistan, you’re not alone.”

Bryan, who lives in Palmyra, N.J., is a real-life example of what the timely intervention of mental health counseling and treatment can do. At his family’s urging, he enrolled in a treatment program at a V.A. hospital in Boston. It turned his life around, and he is now back in college.

This ad campaign, if disseminated widely enough (it is depending on donated media), will reduce the heartache of G.I.’s and their families, and will save lives.

The need for more attention to this issue is tremendous. Combat does terrible things to people. As Paul Reickhoff, IAVA’s executive director, put it:

“Nobody can cross this river without getting wet.”

Bush Pushes Through Last-Minute Deregulations

As the media focuses on President-elect Obama and the transition of power here in Washington, the Bush administration is quietly trying to push through a wide array of federal regulations before President Bush leaves office in January.

Up to ninety proposed regulations could be finalized by the outgoing administration, many of which would weaken government rules aimed at protecting consumers and the environment. According to the Washington Post, the new rules would be among the most controversial deregulatory steps of the Bush era. They include rules that could weaken workplace safety protections, allow local police to spy in the so-called “war on terror” and make it easier for federal agencies to ignore the Endangered Species Act.

While it’s nothing new for outgoing administrations to try and enact these so-called “midnight regulations,” the Bush administration has accelerated the process to ensure the changes it wants will be finalized by November 22nd. That’s sixty days before the next administration takes control. Most federal rules go into effect sixty days after they’ve been finalized, and it would be a major bureaucratic undertaking for the Obama administration to reverse federal rules already in effect.

$100,000 Reward For Election Rigging Information

Velvet Revolution (“VR”), a non-profit dedicated to clean and honest elections, today offers a $100,000 reward for hard information leading to the arrest and conviction of any person or persons who helped to rig the 2002 Senate race in Georgia in favor of Saxby Chambliss.  That election pitted the war hero Max Cleland, a popular incumbent, against far-right novice Saxby Chambliss.  The pre-election polls showed Cleland with a comfortable lead–and yet Chambliss “won” by a wide margin.

To date, the truth behind that upset “victory” (and the equally surprising win by Sonny Perdue, the rightist candidate for governor) has been confirmed by three different whistle-blowers–including Chris Hood, who worked for Diebold in 2002.

In a video interview with VR, Hood has stated that, not long before Election Day, he was ordered by Bob Urosevich, president of Diebold‘s voting-machine division (and a self-proclaimed GOP partisan) to place illegal software patches on hundreds of voting machines in the Democratic-leaning counties of Fulton and DeKalb.  Hood, and the other Diebold employees involved in that stealth operation, were told not to discuss these patches with any state officials. Documents provided to VR by Hood show that Cathy Cox, then Georgia’s Secretary of State, had no knowledge of those patches at the time.
 
Hood’s account has been corroborated by cyber-security expert Stephen Spoonamore, who has stated that Hood gave him a copy of the Georgia patch, which he analyzed and then turned it over to the FBI Cyber Squad in Washington for investigation. According to Spoonamore, the patch could have been used to flip the votes cast on Diebold’s machines from Cleland to Chambliss. In his expert opinion, Max Cleland was the real winner of that election, which Saxby Chambliss stole with Diebold’s help.
 
Georgia still uses Diebold’s paperless touchscreen machines for its elections. Computer scientists have shown that those machines are highly vulnerable to rigging via computer patches, or viruses, that can be installed in seconds. This is a matter of grave concern, as Georgia is about to hold a runoff election between Chambliss and his Democratic challenger, Jim Martin. The runoff will start on Dec. 2 (while early voting starts tomorrow, on Nov. 18).
 
VR wants to ensure that this contest is not manipulated electronically by partisans intent on helping Chambliss keep his Senate seat. In order to prevent another stolen race in Georgia, those involved in rigging the 2002 election must now be exposed and prosecuted.
