Rumsfeld’s Plan to “Fight the Internet”
A newly declassified document gives a fascinating glimpse into the US military’s plans for “information operations” – from psychological operations, to attacks on hostile computer networks.

As the world turns networked, the Pentagon is calculating the military opportunities that computer networks, wireless technologies and the modern media offer.
From influencing public opinion through new media to designing “computer network attack” weapons, the US military is learning to fight an electronic war.
The declassified document is called “Information Operations Roadmap”. It was obtained by the National Security Archive at George Washington University using the Freedom of Information Act.
Officials in the Pentagon wrote it in 2003. The Secretary of Defense, Donald Rumsfeld, signed it.
The “roadmap” calls for a far-reaching overhaul of the military’s ability to conduct information operations and electronic warfare. And, in some detail, it makes recommendations for how the US armed forces should think about this new, virtual warfare.
The document says that information is “critical to military success”. Computer and telecommunications networks are of vital operational importance.
Propaganda
The operations described in the document include a surprising range of military activities: public affairs officers who brief journalists, psychological operations troops who try to manipulate the thoughts and beliefs of an enemy, computer network attack specialists who seek to destroy enemy networks.
All these are engaged in information operations.
Perhaps the most startling aspect of the roadmap is its acknowledgement that information put out as part of the military’s psychological operations, or Psyops, is finding its way onto the computer and television screens of ordinary Americans.
“Information intended for foreign audiences, including public diplomacy and Psyops, is increasingly consumed by our domestic audience,” it reads.
“Psyops messages will often be replayed by the news media for much larger audiences, including the American public,” it goes on.
The document’s authors acknowledge that American news media should not unwittingly broadcast military propaganda. “Specific boundaries should be established,” they write. But they don’t seem to explain how.
“In this day and age it is impossible to prevent stories that are fed abroad as part of psychological operations propaganda from blowing back into the United States – even though they were directed abroad,” says Kristin Adair of the National Security Archive.
Credibility problem
Public awareness of the US military’s information operations is low, but it’s growing – thanks to some operational clumsiness.
Late last year, it emerged that the Pentagon had paid a private company, the Lincoln Group, to plant hundreds of stories in Iraqi newspapers. The stories – all supportive of US policy – were written by military personnel and then placed in Iraqi publications.
And websites that appeared to be information sites on the politics of Africa and the Balkans were found to be run by the Pentagon.
But the true extent of the Pentagon’s information operations, how they work, who they’re aimed at, and at what point they turn from informing the public to influencing populations, is far from clear.
The roadmap, however, gives a flavour of what the US military is up to – and the grand scale on which it’s thinking.
It reveals that Psyops personnel “support” the American government’s international broadcasting. It singles out TV Marti – a station which broadcasts to Cuba – as receiving such support.
It recommends that a global website be established that supports America’s strategic objectives. But no American diplomats here, thank you. The website would use content from “third parties with greater credibility to foreign audiences than US officials”.
It also recommends that Psyops personnel should consider a range of technologies to disseminate propaganda in enemy territory: unmanned aerial vehicles, “miniaturized, scatterable public address systems”, wireless devices, cellular phones and the internet.
‘Fight the net’
When it describes plans for electronic warfare, or EW, the document takes on an extraordinary tone.
It seems to see the internet as being equivalent to an enemy weapons system.
“Strategy should be based on the premise that the Department [of Defense] will ‘fight the net’ as it would an enemy weapons system,” it reads.
The slogan “fight the net” appears several times throughout the roadmap.
The authors warn that US networks are very vulnerable to attack by hackers, enemies seeking to disable them, or spies looking for intelligence.
“Networks are growing faster than we can defend them… Attack sophistication is increasing… Number of events is increasing.”
US digital ambition
And, in a grand finale, the document recommends that the United States should seek the ability to “provide maximum control of the entire electromagnetic spectrum”.
US forces should be able to “disrupt or destroy the full spectrum of globally emerging communications systems, sensors, and weapons systems dependent on the electromagnetic spectrum”.
Consider that for a moment.
The US military seeks the capability to knock out every telephone, every networked computer, every radar system on the planet.
Are these plans the pipe dreams of self-aggrandising bureaucrats? Or are they real?
The fact that the “Information Operations Roadmap” is approved by the Secretary of Defense suggests that these plans are taken very seriously indeed in the Pentagon.
And that the scale and grandeur of the digital revolution is matched only by the US military’s ambitions for it.
Ex-Prostitutes Say South Korea and U.S. Enabled Sex Trade Near Bases

South Korea has railed for years against the Japanese government’s waffling over how much responsibility it bears for one of the ugliest chapters in its wartime history: the enslavement of women from Korea and elsewhere to work in brothels serving Japan’s imperial army.
Now, a group of former prostitutes in South Korea have accused some of their country’s former leaders of a different kind of abuse: encouraging them to have sex with the American soldiers who protected South Korea from North Korea. They also accuse past South Korean governments, and the United States military, of taking a direct hand in the sex trade from the 1960s through the 1980s, working together to build a testing and treatment system to ensure that prostitutes were disease-free for American troops.
While the women have made no claims that they were coerced into prostitution by South Korean or American officials during those years, they accuse successive Korean governments of hypocrisy in calling for reparations from Japan while refusing to take a hard look at South Korea’s own history.
“Our government was one big pimp for the U.S. military,” one of the women, Kim Ae-ran, 58, said in a recent interview.
Scholars on the issue say that the South Korean government was motivated in part by fears that the American military would leave, and that it wanted to do whatever it could to prevent that.
But the women suggest that the government also viewed them as commodities to be used to shore up the country’s struggling economy in the decades after the Korean War. They say the government not only sponsored classes for them in basic English and etiquette — meant to help them sell themselves more effectively — but also sent bureaucrats to praise them for earning dollars when South Korea was desperate for foreign currency.
“They urged us to sell as much as possible to the G.I.’s, praising us as ‘dollar-earning patriots,’ ” Ms. Kim said.
The United States military, the scholars say, became involved in attempts to regulate the trade in so-called camp towns surrounding the bases because of worries about sexually transmitted diseases.
In one of the most incendiary claims, some women say that the American military police and South Korean officials regularly raided clubs from the 1960s through the 1980s looking for women who were thought to be spreading the diseases. They picked out the women using the number tags the women say the brothels forced them to wear so the soldiers could more easily identify their sex partners.
The Korean police would then detain the prostitutes who were thought to be ill, the women said, locking them up under guard in so-called monkey houses, where the windows had bars. There, the prostitutes were forced to take medications until they were well.
The women, who are seeking compensation and an apology, have compared themselves to the so-called comfort women who have won widespread public sympathy for being forced into prostitution by the Japanese during World War II. Whether prostitutes by choice, need or coercion, the women say, they were all victims of government policies.
“If the question is, was there active government complicity, support of such camp town prostitution, yes, by both the Korean governments and the U.S. military,” said Katharine H. S. Moon, a scholar who wrote about the women in her 1997 book, “Sex Among Allies.”
The South Korean Ministry of Gender Equality, which handles women’s issues, declined to comment on the former prostitutes’ accusations. So did the American military command in Seoul, which responded with a general statement saying that the military “does not condone or support the illegal activities of human trafficking and prostitution.”
The New York Times interviewed eight women who worked in brothels near American bases, and it reviewed South Korean and American documents. The documents do provide some support for many of the women’s claims, though most are snapshots in time. The women maintain that the practices occurred over decades.
In some sense, the women’s allegations are not surprising. It has been clear for decades that South Korea and the United States military tolerated prostitution near bases, even though selling sex is illegal in South Korea. Bars and brothels have long lined the streets of the neighborhoods surrounding American bases in South Korea, as is the case in the areas around military bases around the world.
But the women say few of their fellow citizens know how deeply their government was involved in the trade in the camp towns.
The women received some support for their claims in 2006, from a former government official. In a television interview, the official, Kim Kee-joe, who was identified as having been a high-level liaison to the United States military, said, “Although we did not actively urge them to engage in prostitution, we, especially those from the county offices, did often tell them that it was not something bad for the country either.”
Transcripts of parliamentary hearings also suggest that at least some South Korean leaders viewed prostitution as something of a necessity. In one exchange in 1960, two lawmakers urged the government to train a supply of prostitutes to meet what one called the “natural needs” of allied soldiers and prevent them from spending their dollars in Japan instead of South Korea. The deputy home minister at the time, Lee Sung-woo, replied that the government had made some improvements in the “supply of prostitutes” and the “recreational system” for American troops.
Both Mr. Kim and Ms. Moon back the women’s assertions that the control of venereal disease was a driving factor for the two governments. They say the governments’ coordination became especially pronounced as Korean fears about an American pullout increased after President Richard M. Nixon announced plans in 1969 to reduce the number of American troops in South Korea.
“The idea was to create an environment where the guests were treated well in the camp towns to discourage them from leaving,” Mr. Kim said in the television interview.
Ms. Moon, a Wellesley College professor, said that the minutes of meetings between American military officials and Korean bureaucrats in the 1970s showed the lengths the two countries went to prevent epidemics. The minutes included recommendations to “isolate” women who were sick and ensure that they received treatment, government efforts to register prostitutes and require them to carry medical certification and a 1976 report about joint raids to apprehend prostitutes who were unregistered or failed to attend medical checkups.
These days, camp towns still exist, but as the Korean economy took off, women from the Philippines began replacing them.
Many former prostitutes live in the camp towns, isolated from mainstream society, which shuns them. Most are poor. Some are haunted by the memories of the mixed-race children they put up for adoption overseas.
Jeon, 71, who agreed to talk only if she was identified by just her surname, said she was an 18-year-old war orphan in 1956 when hunger drove her to Dongduchon, a camp town near the border with North Korea. She had a son in the 1960s, but she became convinced that he would have a better future in the United States and gave him up for adoption when he was 13.
About 10 years ago, her son, now an American soldier, returned to visit. She told him to forget her.
“I failed as a mother,” said Ms. Jeon, who lives on welfare checks and the little cash she earns selling items she picks from other people’s trash. “I have no right to depend on him now.”
“The more I think about my life, the more I think women like me were the biggest sacrifice for my country’s alliance with the Americans,” she said. “Looking back, I think my body was not mine, but the government’s and the U.S. military’s.”

SAN FRANCISCO – Roy Lee Brantley shivers in the cold December morning as he waits in line for food outside the Ark of Refuge mission, which sits amid warehouses and artists lofts a stone’s throw from the skyscrapers of downtown San Francisco.
Brantley’s beard is long, white and unkempt. The African-American man’s skin wrinkled beyond his 62 years. He lives in squalor in a dingy residential hotel room with the bathroom down the hall. In some ways, his current situation marks an improvement. “I’ve slept in parks,” he says, “and on the sidewalk. Now at least I have a room.”
Like the hundreds of others in line for food, Brantley has worn the military uniform. Most, like Brantley, carry their service IDs and red, white and blue cards from the Department of Veterans Affairs in their wallets or around their necks. In 1967, he deployed to Vietnam with the 1st Cavalry Division of the U.S. Army. By the time he left the military five years later, Brantley had attained the rank of sergeant and been decorated for his valor and for the wounds he sustained in combat.
“I risked my life for this democracy and got a Bronze Star,” he says. “I shed blood for this country and got the Purple Heart after a mortar blast sent shrapnel into my face and leg. But when I came back home from Vietnam I was having problems. I tried to hurt my wife because she was Filipino. Every time I looked at her I thought I was in Vietnam again. So we broke up.”
In 1973, Brantley filed a disability claim with the federal government for mental wounds sustained in combat overseas. Over the years, the Department of Veterans Affairs has denied his claim five separate times. “You go over there and risk your life for America and your mind’s all messed up, America should take care of you, right,” he says, knowing that for him and the other veterans in line for free food that promise has not been kept.
On any given night 200,000 U.S. veterans sleep homeless on the streets of America. One out of every four people — and one out of every three men — sleeping in a car, in front of a shop door, or under a freeway overpass has worn a military uniform. Some like Brantley have been on the streets for years. Others are young and women returning home wounded from Iraq and Afghanistan, quickly slipping through the cracks.
For each of these homeless veterans, America’s promise to “Support the Troops” ended the moment he or she took off the uniform and tried to make the difficult transition to civilian life. There, they encountered a hostile and cumbersome bureaucracy set up by the Department of Veterans Affairs. In a best-case scenario, a wounded veteran must wait six months to hear back from the VA. Those who appeal a denial have to wait an average of four and a half years for their answer. In the six months leading up to March 31st of this year, nearly 1,500 veterans died waiting to learn if their disability claims would be approved by the government.
There are patriotic Americans trying to solve this problem. Last month, two veterans’ organizations, Vietnam Veterans of America and Veterans of Modern Warfare, filed suit in federal court demanding the government decide disability claims brought by wounded soldiers within three months. Predictably, however, the VA is trying to block the effort. On December 17, their lawyers convinced Reggie Walton, a judge appointed by President Bush, who ruled that imposing a quicker deadline for payment of benefits was a task for Congress and the president-not the courts.
President-elect Barack Obama has the power to end this national disgrace. He has the power to ensure to streamline the VA bureaucracy so it helps rather than fights those who have been wounded in the line of duty. He can ensure that this latest generation of returning veterans from Iraq and Afghanistan does not receive the bum rap the Vietnam generation got. Let 2008 be the last year thousands of homeless veterans stand in line for free food during the holiday season. Let it be the last year hundreds of thousands sleep homeless on the street.

Note from Allison: The following post is from Glenn Greenwald. Keep in mind that the United States currently sends about $3 billion dollars annually to Israel for military aid. The United States has also pledged about $9 billion in loan guarantees to Israel to help reverse their “economic slump.” So think of this less as an Israeli-Arab conflict, and more an American-Israeli-Arab conflict. In the Middle East, an attack by Israel is largely seen as an attack by America, since the United States government funds most of Israel’s military.

University of Maryland’s Program on International Policy Attitudes — July 1, 2008:
A new WorldPublicOpinion.org poll of 18 countries finds that in 14 of them people mostly say their government should not take sides in the Israeli-Palestinian conflict. Just three countries favor taking the Palestinian side (Egypt, Iran, and Turkey) and one is divided (India). No country favors taking Israel’s side, including the United States, where 71 percent favor taking neither side.
Congressional leaders on both sides of the aisle rallied to Israel’s cause Monday as it pressed forward with large-scale air attacks against Islamic militants in the Gaza Strip. . . .
“I strongly support Israel’s right to defend its citizens against rocket and mortar attacks from Hamas-controlled Gaza, which have killed and injured Israeli citizens, and to restore security to its residents,” said Senate Majority Leader Harry Reid , D-Nev. . . .
His view was echoed by leaders of the House Foreign Affairs Committee.
“Israel has a right, indeed a duty, to defend itself in response to the hundreds of rockets and mortars fired from Gaza over the past week,” Howard L. Berman , D-Calif., chairman of the House Foreign Affairs Committee, said in a statement.
Ileana Ros-Lehtinen of Florida, the ranking Republican on the House committee, also expressed support for the Israeli offensive. . . .
The White House on Monday also took Israel’s side in the fighting, demanding that Hamas halt its rocket fire into Israel and agree to a last ceasefire.
Earlier this week, Nancy Pelosi issued an identical statement, and yesterday Democratic House Majority Leader Steny Hoyer did the same.
There sure is a lot of agreeing going on — one might describe it as “absolute.” The degree of mandated orthodoxy on the Israel question among America’s political elites is so great that if one took the statements on Gaza from George Bush, Pelosi, Hoyer, Berman, Ros-Lehtinen, and randomly chosen Bill Kristol-acolytes and redacted their names, it would be impossible to know which statements came from whom. They’re all identical: what Israel does is absolutely right. The U.S. must fully and unconditionally support Israel. Israel does not merit an iota of criticism for what it is doing. It bears none of the blame for this conflict. No questioning even of the wisdom of its decisions — let alone the justifiability — is uttered. No deviation from that script takes place.
By itself, the degree of full-fledged, absolute agreement — down to the syllable — among America’s political leaders is striking, even when one acknowledges the constant convergence between the leadership of both parties. But it becomes even more striking in light of the bizarre fact that the consensus view — that America must unquestioningly stand on Israel’s side and support it, not just in this conflict but in all of Israel’s various wars — is a view which 7 out of 10 Americans reject. Conversely, the view which 70% of Americans embrace — that the U.S. should be neutral and even-handed in the Israeli-Palestinian conflict generally — is one that no mainstream politician would dare express.
In a democracy, one could expect that politicians would be afraid to express a view that 70% of the citizens oppose. Yet here we have the exact opposite situation: no mainstream politician would dare express the view that 70% of Americans support; instead, the universal piety is the one that only a small minority accept. Isn’t that fairly compelling evidence of the complete disconnect between our political elites and the people they purportedly represent?
There is, of course, other evidence for that proposition: the fact that overwhelming majorities of Americans have long wanted to withdraw from Iraq was completely dismissed and ignored by our bipartisan political class, which continued to fund the war indefinitely and with no conditions. But at least there, Democratic leaders paid lip service to the idea that they agreed with that position and some Democrats went beyond rhetoric and actually tried to stop or at least limit the war. But in the case of Israel, not even that symbolic nod to American public opinion occurs among the political leadership.
The other striking aspect of this lockstep American consensus is that the Gaza situation is very complex, and a wide range of opinions fall within the realm of what is reasonable. Even many who believe that Israel’s attack is morally and legally justifiable as a response to Hamas rockets and who generally side with Israel — such as J Street — nonetheless oppose this attack on strictly pragmatic grounds: that it won’t achieve anything positive, that it will exacerbate the problem, that it makes less likely a diplomatic resolution, that there is no military solution to the rocket attacks. Others condemn Hamas rocket attacks but also condemn the devastating Israeli blockade and expanding settlements. Others still who may be supportive of Israel’s right to attack at least express horror over the level of Palestinian suffering and urge greater restraint.
Anyone minimally objective and well-intentioned finds Hamas rocket attacks on random Israeli civilians to be highly objectionable and wrong, but even among those who do, one finds a wide range of views regarding the Israeli offensive. But not among America’s political leadership. There, one finds total, lockstep uniformity almost more unyielding than what one finds among Israeli leaders themselves — as though Israel’s wars are, by definition, America’s wars; its enemies are our enemies; its disputes and conflicts and interests are, inherently, ours; and America’s only duty when Israel fights is to support it uncritically.

All of that underscores one vital point I want to emphasize with regard to the commentary I’ve written on Israel and Gaza the last couple of days. Yesterday, George Mason Law Professor David Bernstein wrote another thoroughly childish response to something I wrote, and it merits very little attention [he continues to insist that I let him pay for me to vacation in Sderot so that I will see the light on the justifiability of Israel’s assault on Gaza, which is exactly the same type of “argument” as if I offered to sponsor an online fundraiser to pay for him and his family tomorrow to travel to and vacation in Gaza City so he can blog from there about how restrained and justified and necessary the Israeli strikes and blockade are, which — one would have thought (wrongly) — anyone above the age of 12 would recognize as a juvenile and emotionally manipulative means of argumentation].
Bernstein’s mentality is echoed by The Atlantic‘s Jeffrey Goldberg, who defends Israel’s actions by approvingly quoting Barack Obama’s statement that “If someone was sending rockets on my house where my daughters were sleeping at night, I would do everything to stop it, and I would expect Israelis to do the same thing.” But that mindset justifies any and all actions by any group with a legitimate grievance, as in: “if my family and I were forced to live under a 4-decade foreign occupation and had our land blockaded and were not allowed to exit and my children couldn’t access basic nutrition or medical treatment, I would do everything to stop it, and I would expect Palestinians to do the same thing.” That happens also to be the same mentality that was used to justify the 9/11 attacks (“if my family and I were forced to live in a region in which a foreign superpower dominated our politics and propped up brutal dictators for its own ends, I would do everything to stop it, and I would expect Muslims to do the same thing”).
But — just like those who insist that American Torture is different because American leaders use it for noble ends — this is nothing more elevated than an adolescent refusal to view the world through any prism other than complete self-centeredness, where one’s own side merits infinite empathy and the “other side” merits none. When it comes to the Israeli-Palestinian dispute — like most intractable, bloody, hate-driven, decades-long wars — there is endless blame to go around to countless parties. Commentary which fails to recognize that, or, worse, which insists it’s not true, is almost certainly the by-product of this blind self-regard.

The real point here is that none of these intractable disputes between Israel and its various neighbors should be a focal point of American policy at all. Yet the above-documented orthodoxy has ensured that it is. And — at least in the U.S. — that is the real issue, the reason why the Israeli attack merits so much discussion in the U.S. even among those who would just as soon refrain from having any involvement. In his reply yesterday, Bernstein wrote:
I find it rather amusing that Greenwald refers to me as an “Israel-obsessive.” I blog a fair amount about Israel, not least because I’m there twice a year and my wife is Israeli. Greenwald, meanwhile, blogs far more about Israel, without similar ties. What does that make him?
Bernstein obviously has absolutely no idea what “ties” to Israel I do or don’t have; he simply fabricated that claim. But (other than for those interested in Bernstein’s honesty — and I’m not one of them), that point is entirely irrelevant. The reason Americans need to be interested in what Israel does is obvious, and it has nothing to do with one’s “ties” to that country.
As I wrote on Saturday regarding Israel’s varied wars, walls and blockades: “since we fund a huge bulk of it and supply the weapons used for much of it and use our veto power at the U.N. to enable all of it, we are connected to it — intimately — and bear responsibility for all of Israel’s various wars, including the current overwhelming assault on Gaza, as much as Israelis themselves.” With our bipartisan policy of blind and absolute support for Israel — not just rhetorical but military and material as well — our political leadership has inextricably (and foolishly) tied American interests to Israel’s interests.

All those who insist that the United States should “solve” the problem should explain how. And if they can’t do that, then maybe they should take some quiet time.
I think that would be an appealing solution to a lot of people who have no real desire to try to sit in delicate judgment weighing the moral balance between a Hamas movement that seems indifferent to human life, and an Israeli government that’s lashing out brutally as part of a domestic political drama. But as long as Israel is by far the largest recipient of US foreign assistance funds and by an even larger margin the largest per capita recipient of US foreign assistance funds, then I don’t see how “quiet time” is a realistic option.
Americans shouldn’t be in the position of endlessly debating Israel’s security situation and its endless religious and territorial conflicts with its neighbors. That should be for Israeli citizens to do, not for Americans. But that distinction — between the U.S. and Israel — barely exists because our political leaders have all but eliminated it, and have thus imposed on U.S. citizens responsibility for the acts of Israel.
In doing so, they have systematically ignored the unbelievably prescient warnings issued by George Washington in his 1796 Farewell Address, and have thereby provoked exactly the dangers he decried:
Observe good faith and justice towards all nations; cultivate peace and harmony with all. Religion and morality enjoin this conduct; and can it be, that good policy does not equally enjoin it? . . . . .
In the execution of such a plan, nothing is more essentialthan that permanent, inveterate antipathies against particular nations, and passionate attachments for others, should be excluded; and that, in place of them, just and amicable feelings towards all should be cultivated. The nation which indulges towards another a habitual hatred or a habitual fondness is in some degree a slave.
It is a slave to its animosity or to its affection, either of which is sufficient to lead it astray from its duty and its interest. . . .
So likewise, a passionate attachment of one nation for another produces a variety of evils. Sympathy for the favorite nation, facilitating the illusion of an imaginary common interest in cases where no real common interest exists, and infusing into one the enmities of the other, betrays the former into a participation in the quarrels and wars of the latter without adequate inducement or justification.
It leads also to concessions to the favorite nation of privileges denied to others which is apt doubly to injure the nation making the concessions; by unnecessarily parting with what ought to have been retained, and by exciting jealousy, ill-will, and a disposition to retaliate, in the parties from whom equal privileges are withheld. And it gives to ambitious, corrupted, or deluded citizens (who devote themselves to the favorite nation), facility to betray or sacrifice the interests of their own country, without odium, sometimes even with popularity; gilding, with the appearances of a virtuous sense of obligation, a commendable deference for public opinion, or a laudable zeal for public good, the base or foolish compliances of ambition, corruption, or infatuation.
Uncritical support for someone’s destructive behavior isn’t “friendship”; it is, as Washington said, slavishness, and it does no good either for the party lending the blind support nor the party receiving it. It’s hard to overstate the good that would be achieved if the U.S. simply adhered to those basic and self-evidently compelling principles of George Washington, who actually knew a thing or two about the perils of war.

If someone asked me to recommend just one must-read article on the Israeli-Gaza conflict, I would select this column from yesterday in The Guardian by Israeli-American journalist Nir Rosen. I disagree with several of his points, particularly some of the specific ones about the Israeli-Palestinian conflict, but his generalized explanation about how the concept of “terrorism” is distorted and exploited by stronger countries can’t be emphasized enough.
UPDATE: To underscore the point: during the 2006 Israel-Lebanon war, the Bush administration purposely expedited shipments of bombs to Israel to enable Israel to drop those bombs on Lebanon. We fed Israel the bombs they used on the Lebanese. A similar American action seems to have occurred with regard to the bombs that the Israelis are now dropping on Gaza.

Domestic Militarization Comes to San Bernardino County

Democracy depends upon abiding by the U.S. Constitution. Therefore, I challenge anyone to go out there and put a citizens arrest of the CHP officers, then call 9-1-1 and have a sheriff come out and take charge of your prisoner. Just kidding, of course, but a very brazen citizen legally could attempt to such a thing. But don’t even think about it.
Many of his callers vocalized that this joint effort or mutual cooperation between the military and the CHP is going to be very intimidating. They (as I) are very concerned the CHP is going through with this action. It’s not really clear what the specific role of the Military Police will beŠ To assist; to observe; to train; to make a strong military presence; to take charge of military offenders detained by the CHP? Nonetheless, whatever, it’s unconstitutional; it’s a felony. I contacted the Morongo CHP office.* The dispatcher said the program will be in effect tonight. When I asked here were it was going to be, she said call back tonight after 7:00 P.M. But I politely protested, these DUI check stops are public. She said I have to speak with CHP Public Affairs officer after seven.* A call to the CHP Public Affairs Officer’s number* after seven got a recorded message to call from 9-5 during business hours. Query: why wasn’t I told that?
By the Posse Comitatus Act of 1878, 20 Stat. 152, 18 U.S.C. § 1385, it was provided that “it shall NOT (emphasis added) be lawful to employ any part of the Army of the United States, as a posse comitatus, or otherwise, for the purpose of executing the laws, except in such cases and under such circumstances as such employment of said force may be expressly authorized by the Constitution or by act of CongressŠ .” The effect of this prohibition, however, was largely nullified by a ruling of the Attorney General “that by Revised Statutes 5298 and 5300 [10 U.S.C. §§ 332, 334] the military forces, under the direction of the President, could be used to assist a marshal.

RICH, THE PRESIDENTS AND CIVIL DISORDER 196 n.21 (1941).Okay, as far as I know the President has not given direction to the local CHP to deploy the USMC on public roads in order to setup a military presence during routine DUI check stops in the Basin. It’s not allowed. Whoever came up with plan in the CHP in my opinion is abusing their powers. Where is the public necessity or authority to do this? There is none – unless the Commander in Chief made the call. It’s also my opinion, the CHP has made a very bad choice in their joint venture with the Marine Corps. Though I have intrinsic belief that the CHP has the very best of intentions, however, good intentions does not override the U.S. Constitution.
I know the Marine Corps has the best of intentions too. But the best of intentions is not cause to trump the Constitution.
Late this afternoon, I spoke with the Provost Marshal office, Corporal Knuesn. He indicated this may happen. I then spoke with the MCAGCC Public Affairs Chief, Gunny Sgt. Chris Cox.** He was very cooperative and informative about the mutual efforts of the Military Police and the CHP: “They will be working closely over the month to cut down of traffic accidents,” he said, “the Military Police will observe DUI check points and watch for their own guys. The intent is to have Military Presence out there.”
Gunny Cox explains that Hwy. 62 is one of the most dangerous highways out here. No doubt it is.
The Public Affairs Chief also explained, “they will not participate [assist the CHP] because they are not concerned [lack of jurisdiction] with California law.” I must say, Gunny Sgt. Cox is one extremely nice guy. And his good intentions – to save his guys from injuries or worse – was certainly manifested. May good fortune be with this Marine.
It’s little encroachments like this that undermine the Constitution. Then one day you wake up, and it gone. [See Franklin quote, infra-]. I can see numerous scenarios during those DUI check stops. To name a few: The Military Police go to the aid of the CHP to take down a civilian bad guy. A drunken teen. Unruly tweakers. Will the Military Police be armed? Do they have any sort orders of engagements?

Military to Deploy 20,000 Soldiers For Homeland Security
The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.
The long-planned shift in the Defense Department’s role in homeland security was recently backed with funding and troop commitments after years of prodding by Congress and outside experts, defense analysts said.
There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military’s role in domestic law enforcement.
But the Bush administration and some in Congress have pushed for a heightened homeland military role since the middle of this decade, saying the greatest domestic threat is terrorists exploiting the proliferation of weapons of mass destruction.
Before the terrorist attacks of Sept. 11, 2001, dedicating 20,000 troops to domestic response — a nearly sevenfold increase in five years — “would have been extraordinary to the point of unbelievable,” Paul McHale, assistant defense secretary for homeland defense, said in remarks last month at the Center for Strategic and International Studies. But the realization that civilian authorities may be overwhelmed in a catastrophe prompted “a fundamental change in military culture,” he said.
The Pentagon’s plan calls for three rapid-reaction forces to be ready for emergency response by September 2011. The first 4,700-person unit, built around an active-duty combat brigade based at Fort Stewart, Ga., was available as of Oct. 1, said Gen. Victor E. Renuart Jr., commander of the U.S. Northern Command.
If funding continues, two additional teams will join nearly 80 smaller National Guard and reserve units made up of about 6,000 troops in supporting local and state officials nationwide. All would be trained to respond to a domestic chemical, biological, radiological, nuclear, or high-yield explosive attack, or CBRNE event, as the military calls it.
Military preparations for a domestic weapon-of-mass-destruction attack have been underway since at least 1996, when the Marine Corps activated a 350-member chemical and biological incident response force and later based it in Indian Head, Md., a Washington suburb. Such efforts accelerated after the Sept. 11 attacks, and at the time Iraq was invaded in 2003, a Pentagon joint task force drew on 3,000 civil support personnel across the United States.
In 2005, a new Pentagon homeland defense strategy emphasized “preparing for multiple, simultaneous mass casualty incidents.” National security threats were not limited to adversaries who seek to grind down U.S. combat forces abroad, McHale said, but also include those who “want to inflict such brutality on our society that we give up the fight,” such as by detonating a nuclear bomb in a U.S. city.
In late 2007, Deputy Defense Secretary Gordon England signed a directive approving more than $556 million over five years to set up the three response teams, known as CBRNE Consequence Management Response Forces. Planners assume an incident could lead to thousands of casualties, more than 1 million evacuees and contamination of as many as 3,000 square miles, about the scope of damage Hurricane Katrina caused in 2005.
Last month, McHale said, authorities agreed to begin a $1.8 million pilot project funded by the Federal Emergency Management Agency through which civilian authorities in five states could tap military planners to develop disaster response plans. Hawaii, Massachusetts, South Carolina, Washington and West Virginia will each focus on a particular threat — pandemic flu, a terrorist attack, hurricane, earthquake and catastrophic chemical release, respectively — speeding up federal and state emergency planning begun in 2003.
Last Monday, Defense Secretary Robert M. Gates ordered defense officials to review whether the military, Guard and reserves can respond adequately to domestic disasters.
Gates gave commanders 25 days to propose changes and cost estimates. He cited the work of a congressionally chartered commission, which concluded in January that the Guard and reserve forces are not ready and that they lack equipment and training.
US Special Forces Launch Rare Attack Inside Syria
DAMASCUS, Syria — U.S. military helicopters launched an extremely rare attack Sunday on Syrian territory close to the border with Iraq, killing eight people in a strike the government in Damascus condemned as “serious aggression.”
A U.S. military official said the raid by special forces targeted the foreign fighter network that travels through Syria into Iraq. The Americans have been unable to shut the network down in the area because Syria was out of the military’s reach.
“We are taking matters into our own hands,” the official told The Associated Press on condition of anonymity because of the political sensitivity of cross-border raids.
The attack came just days after the commander of U.S. forces in western Iraq said American troops were redoubling efforts to secure the Syrian border, which he called an “uncontrolled” gateway for fighters entering Iraq.
A Syrian government statement said the helicopters attacked the Sukkariyeh Farm near the town of Abu Kamal, five miles inside the Syrian border. Four helicopters attacked a civilian building under construction shortly before sundown and fired on workers inside, the statement said.
The government said civilians were among the dead, including four children.
A resident of the nearby village of Hwijeh said some of the helicopters landed and troops exited the aircraft and fired on a building. He said the aircraft flew along the Euphrates River into the area of farms and several brick factories. The witness spoke on condition of anonymity because of the sensitivity of the information,
Syria’s Foreign Ministry said it summoned the charges d’affaires of the United States and Iraq to protest against the strike.
“Syria condemns this aggression and holds the American forces responsible for this aggression and all its repercussions. Syria also calls on the Iraqi government to shoulder its responsibilities and launch and immediate investigation into this serious violation and prevent the use of Iraqi territory for aggression against Syria,” the government statement said.
The area targeted is near the Iraqi border city of Qaim, which had been a major crossing point for fighters, weapons and money coming into Iraq to fuel the Sunni insurgency.
Iraqi travelers making their way home across the border reported hearing many explosions, said Farhan al-Mahalawi, mayor of Qaim.
On Thursday, U.S. Maj. Gen. John Kelly said Iraq’s western borders with Saudi Arabia and Jordan were fairly tight as a result of good policing by security forces in those countries but that Syria was a “different story.”
“The Syrian side is, I guess, uncontrolled by their side,” Kelly said. “We still have a certain level of foreign fighter movement.”
He added that the U.S. was helping construct a sand berm and ditches along the border.
“There hasn’t been much, in the way of a physical barrier, along that border for years,” Kelly said.
The foreign fighters network sends militants from North Africa and elsewhere in the Middle East to Syria, where elements of the Syrian military are in league with al-Qaida and loyalists of Saddam Hussein’s Baath party, the U.S. military official said.
He said that while American forces have had considerable success, with Iraqi help, in shutting down the “rat lines” in Iraq, and with foreign government help in North Africa, the Syrian node has been out of reach.
“The one piece of the puzzle we have not been showing success on is the nexus in Syria,” the official said.
The White House in August approved similar special forces raids from Afghanistan across the border of Pakistan to target al-Qaida and Taliban operatives. At least one has been carried out.
The flow of foreign fighters into Iraq has been cut to an estimated 20 a month, a senior U.S. military intelligence official told the Associated Press in July. That’s a 50 percent decline from six months ago, and just a fifth of the estimated 100 foreign fighters who were infiltrating Iraq a year ago, according to the official.
Ninety percent of the foreign fighters enter through Syria, according to U.S. intelligence. Foreigners are some of the most deadly fighters in Iraq, trained in bomb-making and with small-arms expertise and more likely to be willing suicide bombers than Iraqis.
Foreign fighters toting cash have been al-Qaida in Iraq’s chief source of income. They contributed more than 70 percent of operating budgets in one sector in Iraq, according to documents captured in September 2007 on the Syrian border. Most of the fighters were conveyed through professional smuggling networks, according to the report.
Iraqi insurgents seized Qaim in April 2005, forcing U.S. Marines to recapture the town the following month in heavy fighting. The area became secure only after Sunni tribes in Anbar turned against al-Qaida in late 2006 and joined forces with the Americans.
Syrian Foreign Minister Walid al-Moallem accused the United States earlier this year of not giving his country the equipment needed to prevent foreign fighters from crossing into Iraq. He said Washington feared Syria could use such equipment against Israel.
Though Syria has long been viewed by the U.S. as a destabilizing country in the Middle East, in recent months, Damascus has been trying to change its image and end years of global seclusion.
Its president, Bashar Assad, has pursued indirect peace talks with Israel, mediated by Turkey, and says he wants direct talks next year. Syria also has agreed to establish diplomatic ties with Lebanon, a country it used to dominate both politically and militarily, and has worked harder at stemming the flow of militants into Iraq.
The U.S. military in Baghdad did not immediately respond to a request for comment after Sunday’s raid.
